In 2012 The Organisation for Economic Co-operation and Development (OECD) and G20 started the Base Erosion and Profit Shifting (BEPS) initiative to address perceived international tax avoidance strategies. DEMPE functional analysis was specifically outlined as a framework in the OECD’s guidance of intangibles.
